Nope, [(un)fortunately] you'll need Java installed to run because ... well that's just how Java programs work (same with .NET, for that matter). Worth noting also that the truck that drives past the prisoners being supervised fixing the road is triggered when you kill the guy wondering up towards the ruined house. .tbl is just the extension I think, the format is probably propriatory, as with most of the non-graphical and audio content of the game. Different format.
They're most likely serialized objects (program objects stored in some binary format) for common stuff like items, in the same way that cars and weapons are in Mafia.
Of course, you could always have a go at making head or tails of it yourself.

I find hard and v hard are just pointless because you get headshotted across the map by some jerk with an mp40. That, and when YOU shoot THEM they don't seem to need any recovery period, but YOUR aim goes right off :roll: It was almost as daft as the hardest setting in H&D, which made enemies empty ...

You could try removing everything except the knife, and make sure the guy has a decent stealth rating.
